Witsend is a lonely port that has acquired a certain reputation for smuggling and other dubious activities. Despite this, most of the folk hereabouts are good natured and they live (seemingly) normal lives. The town is situated on a river island not far from the peninsula coast, and it is sometimes used as safe haven by ships travelling along the trade routes. Within the settlement are a variety of places of work, a common pub, magic shop, brothel, and an inn for visiting sailors. It has long been protected by a sorceress who dwells on the island peak, although for some reason she has not been seen here abouts for the past several years. Many of the town folk follow a regular routine, performing tasks and occasionally going out to spend time with the neighbors.
This settled location was meant to serve as a home based for a party of low level adventurers investigating a mysterious storm. I abandoned the campaign a couple of years back as being far too ambitious, so here it is presented as a prefab for you to use as you will. There is a population of regular NPCs, with a number of them set up to follow daily schedules. It also includes a simple mini-scenario that was intended to introduce the players to the town and it's mysterious threat. There are 32 areas in total, with three exterior areas including the town itself and the rural outskirts. I didn't include the unfinished areas of the neighboring peninsula coastal road, and I've stripped out the modest hak pack content as unnecessary.

This looks really good rj. Is there anything in the contents that would prevent this from being used as a river port?
The rural map joined to the town is located along a cliff-lined coast, so you will probably need to swap that out if you want a river port. There's only a bridge to one of the river shores, so that might be a limitation. But you could always change one of the docked ships to a ferry and add a dock on the far shore.
