Model Optimizations for the City hak. This is an addition to Tchos' optimization hak.
4-May-2024: PLC_BC_HouseUpper01 and 02. Removed back faces and intersecting meshes. Added LOD meshes.
12-May-2024: Added PLC_BC_HouseUpper03. Removed Hak - The archive contains only models now. Fixed C2 Mesh in all 3 placeables - It is now just a bounding box instead of a copy of the C3 mesh.
