This is a very nice model edit of standard human female #14, with Tattoo1 lips and Tattoo2 eyes.
It appears to be suffering from Floating Displaced Head Syndrome. For a quick and dirty fix, replace the line "position 0 0 0" with "position 0 -0.03 -0.035" in the .mdl file.
The bang clipping issue of original #14 persists. The hair is now butt-length, so as with all long-haired heads, there's major clipping there too - people very bothered by this may not enjoy this head. Since the hair was lengthened by dragging the vertices down without adjusting the UV map accordingly, the hair texture is visibly stretched from about jaw-height downwards.
