When using Axe's Killer Tlk Editor, you can click on the "Strref" column header to change it to "Custom". These custom line numbers are the ones you'll need to include in your 2da files. :)
The very first line (strref) is line 0, which must be "Bad Strref"
And when referencing your custom tlk entries (.2da files or scripts), you must add the number "16777216" to the entry in your custom tlk table. For example, your first custom entry will be Strref 1 in your table but all references to it must be 16777217 (16777216 +1 = 16777217). That's why I use a spreadsheet to translate the custom tlk strref into the actual strref that NWN will use.
My tlk editor of choice is the one from Axe Murderer found here.
The reason I use a spreadsheet, is because when I click on the Strref button header, it truncates the values under the (now) custom column for me. If you are able to see the entire custom strref #, then you don't need a spreadsheet to calculate the custom number.

I use an older one which is probably obsolete now.
To add the talk file to your module, put it in the tlk folder, then in the toolset Edit > Module Properties > Custom Content > talk table dropdown
Seconding Axe's TLK editor. I just used it a few days ago to modify the tlk table for my mod. It works fine for 1.69 or EE.

I can see this:

But the exaclty Strref I am unable to check, I tried to hold my mouse on there or expand the area but it is not possible
