Yes, you can include them in the community patch.
Just a comment (and a request) about your patch... The community patch 1.71 (the one that I have) contains very important corrections, people are nearly forced to use it to have a game running fine. So, if it's not already done in the more recent versions, please allow the user to choose between installing or NOT installing all the unnecessary visual changes, like the new colored icons. There's a lot of ways to do that, for example you can make two complementary patches - one core patch with the main corrections and a cosmetic patch with all visual changes that are not needed to run the game... It's quite easy to do.
I think maintaining separate versions of the CPP is not something, that will be done, because this can easily lead to a massive increase in workload, let new bugs creep in, make troubleshooting more complicated and least of all open the floodgates of more individual wishes.
I am planning to release an easy to download vanilla icons mod, that users who wish to install CPP but prefer colorless icons may drop into their override folder for 1.72. Do note however, that the icons in CPP do fullfill a bugfix role aside from making the icons visually more distinct: the added transparency removes the black square around the icon when selected from the circle menu, where it always looked odd, that some (skills, perks and spells) had those, but native menu functions did not.
As a suggestion for your icons: imho the vanilla icons have a deeper black border with a hint of shadowing (thicker on one side, darker on yellow parts, black lines through yellow sections), that if added to yours in a similar way could add more depth to them.
... Argh.
